Mr. Alankar Khara, P.E
Chief Executive Officer
Mr. Alankar Sukhdev Singh Khara is a senior executive, Professional Engineer, and investment leader with extensive experience in infrastructure development, capital allocation, technology, and the management of large-scale international projects. He holds a Bachelor of Science (Honours) degree and a Master’s degree in Computer Science, complemented by advanced studies in Engineering at Columbia University and Corporate Finance at the University of Cambridge. His multidisciplinary background brings together engineering, technology, finance, and strategic leadership.
As Chief Executive Officer, Mr. Khara leads the company’s overall strategic direction and oversees the advancement of its international infrastructure and development initiatives. His responsibilities include corporate strategy, project evaluation, capital planning, investment oversight, risk management, and the coordination of ADC’s subsidiary companies and strategic partners throughout the development lifecycle.
Mr. Khara’s engineering and investment background provides a disciplined approach to complex development projects, integrating financial strategy with technical execution and long-term asset performance. Under his leadership, ADC works to bring together the financial, commercial, technical, and operational capabilities required to advance major infrastructure and development projects across global markets.
Mr. David D. Brannon
Chief Financial Officer
Mr. David D. Brannon is a senior business executive with more than three decades of experience spanning entrepreneurship, real estate investment, venture capital, international business, commodities, and infrastructure development. He studied Broadcast Communications at the International College of Broadcasting and Business Administration at Sinclair Community College, providing a foundation that has supported his extensive career in business leadership and investment.
As Chief Financial Officer, Mr. Brannon applies his experience to the company’s strategic and financial initiatives, with a focus on capital formation, investment strategy, asset management, business development, and the advancement of large-scale infrastructure and development projects. His background in real estate investment, international business, and cross-border transactions provides valuable perspective in evaluating opportunities and coordinating the financial and commercial resources required to advance complex projects.
His combination of entrepreneurial leadership, investment experience, and international market exposure supports ADC’s multidisciplinary approach to project finance, strategic development, and long-term asset management across global markets.

Mr. Marco Samek is a Swiss-based business executive and technology entrepreneur with extensive experience spanning financial technology, digital payment systems, software development, strategic business planning, and corporate management. His professional background encompasses the development of technology-driven business solutions, financial systems, and digital infrastructure, providing a strong foundation in corporate leadership, operational management, and international business development.
As Chief Operating Officer, Mr. Samek applies his experience to the company's operational and strategic initiatives, with a focus on organizational efficiency, business development, financial technology integration, corporate coordination, and the advancement of international projects. Mr. Art Van Rems
Global Operations Director
Mr. Art Van Rems is a senior construction and operations executive with more than 37 years of experience in industrial construction, commercial manufacturing, mechanical systems, plant maintenance, and large-scale project execution. Throughout his career, he has spent more than 23 years in management and supervisory positions, including Construction Manager, Mechanical Rotating Specialist, Mechanical Superintendent, General Foreman, and Shop Foreman. His extensive field experience includes the installation and maintenance of rotating and stationary equipment, quality control, preservation, and construction management.
As Global Operations Director, Mr. Rems oversees and coordinates operational activities across the company's international development portfolio. He works closely with ADC leadership, subsidiary companies, contractors, technical teams, and project stakeholders to help ensure projects are executed efficiently, precisely, and in accordance with established technical, operational, quality, and safety requirements.
His hands-on construction background and leadership experience provide ADC with practical expertise in project execution, workforce and resource management, construction coordination, quality control, technical documentation, and operational performance. Mr. Rems plays an important role in maintaining disciplined project execution across ADC's global operations and supporting the successful delivery of complex infrastructure and development projects.
Mr. Lim Koon Sang
Regional Director, South-East Asia
Mr. Lim Koon Sang is a senior business executive and technology entrepreneur with more than four decades of experience in investment, engineering, technology, and international business. He serves as Chief Executive Officer of Investments at Lucot Investment Group and is the Founder and Chief Executive Officer of Logic China Investment. His background includes securing an Australian Stock Exchange listing for a software group supporting a 400-person operation in Singapore and China, and founding Information Engineering Services, which grew to approximately 300 employees across seven countries, with annual revenues exceeding US$80 million.
As Regional Director of South-East Asia, Mr. Lim applies his experience to regional business development, investment evaluation, strategic partnerships, and project coordination. His background in delivering complex technology and engineering solutions provides valuable perspective in assessing opportunities and coordinating the commercial, technical, and operational resources required to advance development projects.
His qualifications include French Professional Engineer, European Engineer, and UK Chartered Engineer credentials. He has also held industry leadership and advisory roles involving artificial intelligence, software development, and Singapore’s economic planning. His combination of executive leadership, investment expertise, and technical knowledge supports ADC’s approach to project finance, infrastructure development, investment management, and long-term growth across South-East Asia.
Mr. Victor Bains
Financial Officer
Mr. Vick Bains is a finance, investment, and real estate development executive with approximately 30 years of experience spanning capital investment, construction, land development, project management, and financial services. With prior education in accounting and a professional background in the financial industry, he combines financial analysis with extensive practical knowledge of residential, commercial, industrial, and infrastructure development.
As Financial Officer, Mr. Bains supports the financial oversight of the company’s international development portfolio, with responsibilities encompassing capital planning, investment analysis, project due diligence, financial evaluation, and transaction coordination. His experience enables him to assess development opportunities from both financial and operational perspectives, with particular attention to project viability, risk, cost, execution, and long-term investment performance.
Throughout his career, Mr. Bains has developed an extensive network of relationships across the real estate, construction, and financial sectors. His ability to evaluate opportunities, coordinate stakeholders, and maintain disciplined financial oversight contributes to ADC’s approach to capital management, project finance, and the responsible advancement of large-scale development initiatives.
Mr. Alex Brannon
Asset Manager, Global Financial Instruments & Contract Administration
Mr. Alex Brannon brings experience across asset management, project finance, commercial real estate, investment analysis, and international business, with a focus on the financial structuring and management of complex development initiatives. His background provides a strong foundation in asset evaluation, financial analysis, investment assessment, and the financial considerations associated with large-scale development projects.
As Asset Manager, Mr. Brannon is responsible for the management and strategic coordination of the company’s global asset portfolio and supports the structuring of project finance for ADC’s international development initiatives. His responsibilities include asset evaluation, financial analysis, project finance structuring, capital coordination, due diligence, and financing strategy, working alongside ADC’s executive leadership, financial institutions, and professional partners to support the advancement of complex infrastructure and development projects.

Mr. Matthew E. Ross
U.S. Senior Legal Counsel
Mr. Matthew Ross is an experienced attorney with a professional background focused on energy law, renewable energy, project development, project finance, and complex commercial matters. He earned his legal education at Brooklyn Law School and has also served as a visiting lecturer at Georgetown University, where he taught Energy in America: From Black Gold to Green Power.
As U.S. Senior Legal Counsel, Mr. Ross provides legal guidance in support of the company’s U.S. and international infrastructure and development activities. His role includes advising executive leadership on project development, commercial transactions, contractual matters, regulatory considerations, risk management, and the legal structuring of energy and infrastructure-related initiatives.
His combination of legal, commercial, energy, and project-finance experience strengthens ADC’s ability to navigate the legal complexities associated with large-scale development projects. UAE Legal Counsel
Ms. Laurie Palmes is an experienced legal professional with a background in corporate and commercial law, legal advisory, contract matters, and business transactions. Her professional experience provides a strong foundation for advising organizations operating within complex commercial and international business environments.
As UAE Legal Counsel, Ms. Palmes provides legal guidance in support of the company’s operations and development activities in Dubai and throughout the United Arab Emirates. She works with ADC’s executive leadership on contractual matters, corporate and commercial considerations, regulatory requirements, transaction documentation, and legal risk associated with the company’s projects and business activities.
